Ex-Refugee Judge Gets 18 Months for Sex Bribe

A former immigration board adjudicator and Toronto city councillor, who was convicted of trying to elicit sexual favours from a refugee claimant, has been sentenced to 18 months in jail.

Steve Ellis, 50, was convicted on April 21 of breach of trust and bribery. The bribery charge was brought under the Immigration and Refugee Protection Act.

The defence argued he had bipolar disorder, which affected him while he was an adjudicator at the Immigration and Refugee Board. His lawyers requested that he be placed under house arrest and given community service.

But the judge deemed Ellis abused his power, and concluded he must spend time in jail, said the CBC's Stephanie Matteis, reporting from the court.

Ellis was heard in secretly taped conversations with refugee claimant Ji-Hye Kim, 25, hinting that he would consider approving her application if she became sexually involved with him.

Kim and her husband, Brad Tripp, who was her boyfriend at the time, secretly recorded a September 2006 meeting between Ellis and Kim at a Toronto coffee shop.

Ellis was suspended from his job after the charges were laid.
